The Navy would cut an aircraft carrier air wing based at Naval Air Station Lemoore, Calif., along with its five associated squadrons, under its $165 billion budget request for fiscal 2017 released earlier this week.The proposal would reduce the number of aircraft carrier air wings in the Navy from 10 to nine.“This proposal will allow the Navy to match the number of air wings to the number of deployable aircraft carriers,” Rear Adm. William Lescher told reporters during a budget briefing Tuesday. “It reflects the practice of having one carrier in refueling and complex overhaul, and one carrier in an extended maintenance availability at any time,” said Lescher, the service’s deputy assistant secretary for budget.The aircraft would be allocated among the remaining squadrons and would boost readiness among the squadrons by reducing the dwell time between deployments, he said. Deployments can last for up to four years for wings attached to carriers undergoing refueling and a complex overhaul, reported Navy Times.The plan already has been attacked by the chairmen of the House and Senate Armed Services committees.Rep. Mac Thornberry (R-Texas.) told reporters the Navy’s proposal was “a little disturbing,” but said would study it more closely before offering an official position. Sen. John McCain (R-Ariz.) said the request likely was a non-starter.Rep. Randy Forbes (R-Va.), chairman of the House Armed Services’ Seapower Subcommittee, pointed to the plan as simply the latest attempt by the Obama administration to shrink the Navy, reported Politico. “So far, we’ve been pretty successful in putting all that back,” he said. “When you look right now and we have gaps with our carriers currently, and they’re going to take out an air wing? I mean, it really doesn’t make good military sense,” Forbes said.The budget request also calls for the Navy to eliminate 6,300 sailor slots, shrinking the service from 329,200 billets to 322,900 billets. The proposal includes the cruiser modernization program, which the service first broached two years ago. It would dock up to half of the fleet’s 22 cruisers to reduce staffing needs and extend the ships’ service lives.“This is an approach that leverages the saving of over $3 billion over [the next five years] in operating costs and maintains the best overall force balance,” Lescher said. “It retains the air-defense commander capable platforms in the force into the 2040s and allows us to reallocate personnel elsewhere in the fleet.” Dan Cohen AUTHOR

A girl who was burned in an arson attack at a nursery school in Brazil succumbed to her wounds on Saturday, bringing the overall death toll to nine people.The four-year-old girl had been transferred to a hospital in Belo Horizonte , the state capital of Minas Gerais, some 370 miles (600 kilometers) north of the small town of Janauba where the attack occurred, according to Folha de Sao Paulo, a local newspaper.A security guard at the nursery sprayed his young victims with alcohol before setting fire to the building. He himself died from burns a few hours later.According to local authorities, he had suffered from mental health issues since 2014.In total, eight four-year-old children were killed, along with a teacher aged 43. Another 40 people were treated at three hospitals in the region.Dozens gathered for the first funerals of victims at a cemetery in Janauba on Friday afternoon, according to an AFP photographer.Small white coffins were opened for a few minutes as devastated family members wept.”What has happened is inexplicable. I have no words. When I heard about the fire on the radio, I immediately thought of my grandchildren. I was sure something had happened to them,” said Antonio Pereira da Silva, who buried his granddaughter.The mayor of Janauba declared seven days of mourning, while Brazil’s President Michel Temer expressed his solidarity with the victims of the “tragedy.”
Police are still searching for suspects in a Dec. 10 shooting of two teenagers on a basketball court in Southeast D.C., said a spokesman for the Metropolitan Police Department on Dec.13.Lt. Sean Conboy said the offense took place in the 4400 block of F Street, SE. The shooting happened in the evening outside of the Benning Terrace housing complex. According to the spokesperson, a group of young people were playing basketball when they heard gunshots, and fled the court.The victims struck by gunfire are believed to be 14 or 15 years old, according to the Washington Post. Both victims were breathing and conscious when police arrived and were transported the hospital.Police are currently looking for two Black male suspects last seen in a burgundy car with unknown paper tags.Despite the 58 percent increase in homicide cases, and the 3 percent rise in robberies, “there is not a rise in crime in the District as a whole,” Conboy told the AFRO, in an email, on Dec.9. He said that violent crime, which sat at 5,526 as of Nov. 17, has only increased by 1 percent, and is still lower than 2014’s total of 6,194.However, the total violent crimes reported between Alabama Avenue SE and 46th Street SE, within 1,000 feet of this shooting, doubled since last year, according to a D.C. police crime map. Last year, this area had 22 violent crimes as compared 44.Deji Ayoku, 22, said youth live in fear of being harmed, even in locations that should be safe play areas. “If people are getting shot at least three times out of seven days then, yeah, I would be scared,” Ayoku said. He played soccer growing up in Prince Georges County, Maryland and his parents sent him to school in Buffalo, New York so he could get away from “bad areas” and trouble.Ayoku still visits his aunt and cousins who live and work in the District. Explore further How to see through opaque materials Gigan is a scientist at the City of Paris Industrial Physics and Chemistry Higher Educational Institute (ESPCI). Gigan worked in a group with Popoff, Lerosey, Carminati, Fink and Boccara to create an experiment that demonstrates that it is possible to construct a transmission matrix that allows them to “see” through some opaque materials. The results of their experiment are described in Physical Review Letters: “Measuring the Transmission Matrix in Optics: An Approach to the Study and Control of Light Propagation in Disordered Media.”“When people try to look into an opaque medium, especially biological material, they use the ballistic light, the light that has not been mixed up by the medium due to scattering. But as you go into the medium, the ballistic light becomes less intense, limited by the scattering process.”Instead of being limited by scattering, though, the group at ESPCI instead looked for ways to use scattering to their advantage. Gigan and his colleagues passed light through zinc oxide, which is common in paint. They observed the way the light of a laser scattered as it passed through, and then created a numerical model to describe the result. “This transmission matrix is a map through the medium,” Gigan explains. “Once we have the transmission matrix, it is possible to analyze whatever pattern goes through.”The process provides the means to put together an image of something on the other side, allowing the researchers to “see” through the zinc oxide layer, even though it is opaque. Reversal is also possible, offering a way to tailor a beam that could pass through opaque material, and then focus. “Such a method could allow for applications in imaging of biological material, among other applications,” Gigan says. “This provides a way to transmit information or focus light in a medium that wouldn’t by any classical means allow that.”There are limitations, however. “This should not be construed to mean that we can see through walls with this technique,” Gigan points out. “Some degree of light has to be able to pass through, and a wall stops light from coming out the other side. You could use white fabric, paint, or paper, though. Even biological tissue, like a chicken breast, could work.”Gigan also admits that so far the process is rather slow. “Getting the matrix is a slow process, taking minutes. We used paint because it is so stable. If you wanted to actually go through biological media, or through liquid, it wouldn’t work with our current set-up, since the light transmission changes as the medium moves.”For now, the group at ESPCI is working on tackling the problems presented by technology. “The main limitation for using this technique in biological microscopy is technical. There are some hints of how to get the transmission matrix faster, but at the moment we’re not really ready.”Despite the limitations, Gigan sees some current applications. “There are implications for nanotechnology, and the propagation of light in this system is interesting. It offers a basis for the idea of manipulating the light wave, and we believe this could be a promising approach to imaging. Perhaps in five years we will have the technology to take this even further.”
